is this protection foil supposed to come off?

There is some sort of screen protection foil. It peals of by itself. 

a) leave it allone?

b) peal off?

c) shouldn´t be on there in the first place and is likly to fix your sticking problem

That’s just a protection film for the surface of the lcd,you can peel it off,it doesn’t matter.
